Is HSRP mandatory for old vehicles in Chhattisgarh?
Yes. The Transport Commissioner's HSRP order No. 4311 makes an HSRP number plate compulsory for all vehicles registered in the state before 1 April 2019. It took effect on 19 November 2024.
It applies Rule 50 of the Central Motor Vehicles Rules, 1989, and the Ministry of Road Transport and Highways' HSRP Order, S.O. 6052(E) of 6 December 2018.
Until your HSRP is fitted, the RTO won't process:
- Transfer of ownership
- Address or hypothecation (HP) change
- Insurance update
- Fitness certificate issue

How do you book an HSRP for your car in Chhattisgarh?
Book it online: start on the Chhattisgarh Transport Department's website, pick your RTO, and you're sent to the appointed supplier's portal to enter your car's registration, chassis and engine numbers. Then pay digitally and choose a fitment slot at a dealer or at home.

What is the last date for HSRP in Chhattisgarh, and what is the fine?
The HSRP Chhattisgarh last date has effectively passed. The order asked owners to fit the plate within 120 days of 19 November 2024, roughly by 19 March 2025, after which authorities were to enforce it strictly.
News reports in April 2025 said fines would start after 15 April 2025. We found no extension order on the department's website. In June 2025, the state's public relations department reported from Gariaband district that vehicles without HSRP would be fined on government instructions, with camps for owners still to fit one.
Transport vehicles, such as taxis and goods carriers, got one year from the order, and won't get a fitness certificate without HSRP.
Penalties apply "as per the prevailing Acts and Rules", with challans in the districts, but the order names no section or amount.
An imitation plate with a hologram, "IND" mark or "INDIA" text doesn't count. You must replace it with a proper HSRP.
