Do Vehicles Registered Before 1 April 2019 Need an HSRP?

Yes. Every vehicle needs a High Security Registration Plate (HSRP), so a vehicle registered before 1 April 2019 that still has an ordinary plate has to be retro-fitted.

The Ministry of Road Transport and Highways announcement of 6 December 2018 made manufacturers supply the plate and third registration mark with every vehicle made from 1 April 2019, and let dealers fit plates on old vehicles. State orders set when an HSRP number plate for old vehicles must be fitted.

If your vehicle was registered on or after 1 April 2019 and already has an HSRP, you don't need to book again, as Maharashtra's transport department confirms.

What Is the Fine for Driving an Old Vehicle Without an HSRP?

The fine depends on the section your state's enforcement order uses. Maharashtra's HSRP procedure of December 2024 books the violation under Section 177 of the Motor Vehicles Act, 1988: up to ₹500 for a first offence and up to ₹1,500 for a repeat offence.

The Section 177 amounts come from the Motor Vehicles (Amendment) Act, 2019. Skipping the plate can also stop you selling the vehicle: Maharashtra's standard operating procedure for HSRP allows ownership transfer, address change, hypothecation, duplicate RC and insurance updates only after the HSRP is validated on VAHAN.
