What is FSSAI Form C modification, and how is it different from non-Form C?
A Form C modification changes anything printed on your licence certificate, and it carries a fee. A non-Form C modification changes details that aren't printed on it, and it's free.

When do you need to modify your FSSAI licence?
Modify whenever the facts on your licence stop matching your business:
- Address change. You've moved premises, or the address was wrong.
- Name change. The company, firm or shop name has changed.
- New products or kind of business. You've added a product, or now import, export or manufacture.
- Category upgrade. Higher production capacity pushes you from a State to a Central licence.
- New mobile number, email or Form IX nominee. These are non-Form C changes, so there's no fee.
An importer holding a State licence, for example, must modify it to the Central category and pay the modification fee plus the difference in annual fee.
How do you apply for FSSAI license modification online on FoSCoS?
You apply from your FoSCoS dashboard after logging in. FSSAI's step-by-step guide to modifying a licence shows these screens:
- Go to foscos.fssai.gov.in and log in with your licence, registration or application reference number and password.
- Click Modification in the left menu, then Apply for Modification in Lic/Reg.
- Select the licence you want to change.
- Tick the details you're changing. Picking name, address or kind of business makes it a Form C (normal) modification. Picking only contact details or supporting documents makes it non-Form C.
- Edit the fields, then upload all documents again on the Required Documents page.
- Write the purpose of modification, accept the declaration and click Save & Next.
- Pay the fee for a Form C change. A non-Form C request goes through without payment.
A green pop-up confirms the submission. For an address change, upload proof of possession for the new premises, such as a rent agreement or sale deed.
How much does FSSAI license modification cost, and how long does it take?
A Form C modification costs ₹100 for a registration, and non-Form C changes are free. For a licence, FoSCoS's fee table and the licensing regulations put it at one year's licence fee, but FSSAI's older FAQs quote ₹1,000, so check the amount FoSCoS calculates before you pay.

Does your FSSAI licence number change when you change address?
No. FSSAI lets you keep your existing licence or registration number when you move premises, as long as you file a modification on FoSCoS with the fee. FoSCoS guidance treats a change of address within the district as a Form C modification.
Should you renew or modify your FSSAI licence?
You renew an FSSAI licence online only if it was issued before 1 April 2026 and has a fixed expiry date; you log in to FoSCoS and file the renewal before that date. Licences issued on or after 1 April 2026 have perpetual validity: you never renew them, but you still pay the annual fee.
Modification is different: it updates the details on a live licence whenever they change. FSSAI's FAQs on the 2026 licensing reforms say modifications continue under the existing procedure. Missing the annual fee or a due return on a perpetual licence leads to deemed suspension until you pay or file.
