Searching "passport agent near me" turns up listings, not rules. The Ministry of External Affairs runs the whole process itself, through 37 Regional Passport Offices, 93 Passport Seva Kendras (PSKs) and 450+ Post Office Passport Seva Kendras (POPSKs). An agent or passport consultant sits outside that chain, and can only fill your form and book your slot.

Which website is the official one for a passport application in India?
Passport Seva, at passportindia.gov.in, is the only official passport website in India. It is run by the Passport Seva Programme Division of the Ministry of External Affairs, which issues every Indian passport through the Central Passport Organization and its Passport Offices, PSKs and POPSKs.
The Ministry's own passport portal carries an advisory headed "Alert on Fake Websites related to Passport Services". It says fraudulent websites and mobile applications are collecting applicants' data and levying additional hefty charges for filling the online form and scheduling appointments, and that some are registered on .org, .in and .com domains.
Citizens are told not to visit those sites or make any payment. The advisory names passportindia.gov.in as the Ministry's official website for passport services. What can a passport agent do for you, and what can't they do?
An agent can fill your form, choose and upload your documents, pay the fee through the portal and book your slot. They cannot appear at the Passport Seva Kendra for you, give your fingerprints, or change how police verification is handled.
Passport Seva answers "Can anyone else submit my Passport application on my behalf?" directly: it is mandatory for all applicants to be physically present at the PSK with the original documents. A second answer adds that this binds every applicant, including infants, who must give biometrics (fingerprints) and photographs at a PSK or POPSK.

How much do passport agents charge compared with the official fee?
The official passport fee is published by the Ministry of External Affairs on the passport Fee Calculator, which works the amount out from the service you pick and your mode of submission. Passport agent charges are a separate private fee on top of that: set by the agent, published on no government page, and no part of what the Passport Office collects.
The government fee is revised from time to time, so read it on the Fee Calculator on the day you apply, not from a third-party page.
What are the red flags of a fake passport agent or website?
The clearest red flag is a promise the Government says nobody is authorised to make. The Passport Seva Getting Started page has a section titled "Say No to Touts". It advises the public to desist from dealing with touts or agents making false promises about an urgent appointment or faster delivery, and states that the Government has not authorised any intermediary to give such assurances.
Treat these as warnings:
- A guaranteed appointment date, or faster delivery than the portal shows.
- "No police verification needed." The Passport Office decides the mode, and pre-verification applies in most cases.
- "You don't have to visit the Passport Seva Kendra." Every applicant must attend.
- A request for your Passport Seva login password.
- A request to pay the fee into a personal account instead of through the portal.
- A web address that resembles the official one but is not passportindia.gov.in.
How do you renew a passport without an agent?
You renew an Indian passport yourself, without a passport renewal agent, by applying for "Re-issue of Passport" on Passport Seva, with the same login, payment and appointment flow as a fresh application. For speed, Tatkaal is the route: you submit extra documents and an extra fee, police verification happens after issuance, and the passport is dispatched within one to three days of your PSK visit.
