How much does a driving licence cost in India?

What do a duplicate licence, address change and IDP cost?
An address change costs ₹200 and an International Driving Permit costs ₹1,000. The central table has no row for a duplicate licence, so states set it; Uttarakhand, for example, lists ₹200. For the form and FIR rules, see how to apply for a duplicate driving licence.
How much is the learning licence fee?
Learning licence fees are ₹150 for each vehicle class plus a ₹50 test fee, so ₹200 for one class. If you fail the computer test, each retest costs another ₹50.
Rule 32 also says the driving test fee is paid together with the learner's fees. That's why Delhi quotes ₹500 at the learner's stage for one class, ₹950 for two and ₹1,400 for three.

What is the driving test fee for a 2 wheeler or 4 wheeler?
The driving test fee is ₹300 per vehicle class, the same for a two-wheeler and a four-wheeler. So driving licence fees for 2 wheeler and 4 wheeler licences are the same ₹700 for one class, and each retest costs ₹300 again.
Driving licence fees for bike and car together come to ₹1,150 in central fees: ₹300 in learner's fees, ₹50 for the test, ₹600 for two driving tests and ₹200 to issue the licence.
What does driving licence renewal cost, and when does the late fee start?
Driving licence renewal fees are ₹200, plus ₹200 when the licence is reissued as a smart card. The Rule 32 table starts the late fee once the grace period after expiry ends: ₹300 plus ₹1,000 for each year or part of a year of delay. Section 15(3) of the Act, as amended in 2019, keeps the normal fee for up to a year after expiry, so check the amount on your state's payment screen.

What do you pay at each step when you apply for a licence online?
To apply for a driving licence online in India, you pay in two rounds on the Sarathi portal: ₹500 for one vehicle class with the learner's licence application, then ₹200 with the licence application. Your state's smart-card fee and any user charges are added on top.
- Apply for the learner's licence on Sarathi. Pick your state, fill in Form 2 and pay ₹150 per class, the ₹50 test fee and ₹300 per class for the later driving test.
- Take the learner's test. Pass it and your learner's licence is issued in Form 3. A retest costs ₹50.
- Wait at least 30 days. You can take the driving test from day 30 until your learner's licence expires at six months.
- Apply for the driving licence in Form 4. Pay ₹200 for the licence, plus ₹200 if your state issues a smart card.
- Take the driving test. If you fail, pay ₹300 for that class and book a retest.

Why does your state charge more?
Your state charges more because it adds the ₹200 smart-card fee and its own user charges to the central fees. Parivahan lists licence fees as payable along with user charges, while the base driving licence fees stay the same across India.
