A Learner’s Driving License is a temporary license that is issued by the state government authorities. As the name suggests, this type of license allows an individual to learn to drive by driving on the roads of India, but only under the supervision of a skilled and licensed driver. Every individual who is interested in learning to drive and wishes to drive on the roads in the future with a permanent driving license is mandatorily required to possess a learner’s license first.

This type of license is valid for a period of 6 months during which the license holder can learn, practice, and polish their driving skills. Learner’s license holders are also required to affix an ‘L’ sign on their cars so that other drivers can know that they are in the learning stage. The license is designed by the authorities to allow individuals to practice driving in a real-world setting. i.e., driving on roads cannot be learned through just theoretical knowledge or through a simulator.

To apply for a Learner’s Driving Licence, an individual is required to fulfil all the conditions of eligibility. The driving licence eligibility criteria are mentioned below for one’s reference:

• One of the main criteria of eligibility is to be of a certain driving licence age in India. The age limit varies based on the type of vehicle, like a gearless / geared licence. The exact ages based on the type of vehicle are laid down below in tabular format:

• An applicant who wishes to apply for the license must have a basic understanding of the traffic rules and rules of road safety in India. It’s not an optional requirement but an essential one, as this would help the applicant in clearing the learner’s driving license test.

• The applicant must be physically and mentally fit to drive on the roads of India for their own and others' safety. This is proven with the help of a self-declaration and a medical certificate.

Please note that this type of license remains valid for a period of 6 months only. After a month, the learner’s driving licence holder can apply for a permanent driving licence.

The following are the driving licence documents required; applicants are required to upload or submit them to successfully apply for the learner’s driving licence. The list of documents required for a driving licence is as follows:

Applicants should check the amount displayed on the official Sarathi/Parivahan portal before making payment. The Parivahan system provides online services across states and directs applicants to select their state before proceeding.

The Learner Licence (LL) test checks an applicant’s knowledge of traffic rules, road signs and basic road safety regulations. • People who are found driving on the roads of India without a valid learner’s licence will be fined under the Motor Vehicles Act, as it is illegal. The punishment measures may even get stricter and more severe based on the situation.

If you are a new user, please register yourself on the website by filling in your basic personal information, like name, mobile number, and email ID. The website will send a One-Time Password (OTP) to the mobile number you provided, have you validate it, and record your credentials. After successful registration, log in to the portal using your recently set credentials.

Navigate to the option of applying for an LLR / Learner Licence and then fill out the application form. The form requires one to fill out their personal information in it, such as name, address, declaration of physical fitness, etc. Ensure you fill out the form carefully and accurately.

After filling out the form, upload the scanned copies of all the required documents. Valid documents are checked by the authorities to verify your eligibility for the license, so please ensure you upload clear pictures, not blurred or unclear.

As soon as you're done filling out the form and uploading the needed documents, please pay the nominal learner’s license fee. The payment is to be made using online measures through any one of the various options, like Net banking, UPI, debit or credit card, etc. After successful payment, the website will generate a payment receipt for your reference, so keep it safe.

After the completion of all the formal steps, the website will request you to select an RTO slot booking. Please choose a date and time based on the available options at your selected RTO (Regional Transport Office) and at your convenience and ease. Without booking a slot in advance, no one is allowed to take the LLR / Learner Licence test; therefore, please book a slot in advance.

On your chosen date and time, please visit the designated venue for the test and appear for it. The test is usually in a multiple-choice question (MCQ) format. One gets to know the result immediately after taking the test. If you pass the test, your license will be generated by the portal; download it, and start practising and polishing your driving skills on the roads of India as per the law.

Step 1: Please visit the official website of the Parivahan portal, click on the ‘Driving License Related Services’ option, and then proceed to select your state.

Step 2: Find the ‘Application Status’ option on the dashboard.

Step 3: Enter the number of your application and Date of Birth (DOB).

Step 4: Submit the filled details, after which the system will display to you the status of your application. You will see updates, like ‘Under Process’, ‘Approved’, or ‘Dispatched’. If approved, you will also be able to see dispatch-related details of the license or a tracking number, which you can use to track the delivery of the license.
