Is there a maximum age limit for a driving licence?
No. The Motor Vehicles Act sets a minimum age but no maximum, so you can get or keep a licence at 70 or older. Age changes only the fitness proof you submit and how long each licence lasts.
A licensing authority can still revoke a licence for a disease or disability that makes driving unsafe. That's a fitness test, not an age cut-off.
When do you need a Form 1A medical certificate?
You need a Form 1A medical certificate for any transport licence at any age, and for a private licence from age 40:

The renewal rule comes from a Central Motor Vehicles Rules amendment in force from 1 April 2021; earlier, private applicants filed only Form 1. For new applicants, Parivahan's driving licence FAQ applies Form 1A at "equal to or above 40 years".

It's 16 for a gearless two-wheeler up to 50cc and 18 for a geared two-wheeler or one above 50cc. Check the engine capacity on the registration certificate before a 16-year-old applies.
For electric scooters, the Central Motor Vehicles Rules group a gearless two-wheeler with a top speed up to 70 km/h and a motor up to 4.0 kW with 50cc motorcycles. But the Act's 16-year rule covers only engines up to 50cc, so ask your RTO (Regional Transport Office) which e-scooters a 16-year-old can ride before applying.
