Can You Get an HSRP Number Plate for Old Vehicles in Jharkhand? (2026)

Quick Answer: No, not right now: the Jharkhand High Court stayed the state's HSRP number plate order for old vehicles on 1 October 2024 (WP(C) 5379/2024). No government-approved booking channel is open for vehicles registered before 1 April 2019. Vehicles made from 1 April 2019 normally came with an HSRP from the dealer.

A High Security Registration Plate (HSRP) is a number plate carrying a laser code linked to your vehicle on VAHAN, the national vehicle registration database. Nothing has changed in Jharkhand since the stay. A High Court order of 20 December 2025 still refers to that stay, and we found no order lifting it. The Transport Department's old-vehicle booking banner is off its website.

Can You Get an HSRP for an Old Vehicle in Jharkhand Right Now?

No. There's no government-approved way to book or fit an HSRP for a vehicle registered in Jharkhand before 1 April 2019, because the order that set one up is stayed.

The state's order of 11 September 2024 named one private company to fit these plates and take bookings on its own portal. On 1 October 2024, a High Court Division Bench stayed that order and the cabinet decision behind it "until further orders".

A June 2026 news report quoted a dealers' association saying dealers could now fit plates on old vehicles, citing a Ministry of Road Transport and Highways (MoRTH) circular. We found no copy of that circular on a government website, and no Jharkhand notice applying it. If a dealer offers to fit one, ask which Transport Department notice allows it before you pay.

Is HSRP Mandatory for Old Vehicles in Jharkhand?

Yes on paper, but not in practice: the national rule expects every vehicle to carry an HSRP, yet Jharkhand gives old-vehicle owners no approved way to get one. Under Rule 50 of the Central Motor Vehicles Rules, manufacturers supply the plate with every vehicle made from 1 April 2019.

The same rule lets dealers fit plates on old vehicles, but Jharkhand's 2024 plan to do that is on hold. So there's no Jharkhand deadline you've missed, and we found no state notice in force that tells police to fine old vehicles for it.

What Did Jharkhand's 2024 HSRP Order Say, and Why Is It on Hold?

The order, published in Jharkhand Gazette (Extraordinary) No. 597 on 19 September 2024, would have made HSRP fitment on old vehicles a three-year job for a single company. The High Court put it on hold after a challenge that the company was chosen without a tender.

The stayed order had set out these terms:

What the 2024 order said Status today
One named company fits HSRPs on pre-2019 vehicles for three years Stayed
Booking and payment only on that company's portal Portal not working
Maximum rates, excluding taxes: ₹300 (two-wheeler) to ₹570 (heavy vehicle) Not payable anywhere
No HSRP without a valid registration certificate (RC) and fitness certificate, or with tax dues Not in force
Enforcement under Section 192, Motor Vehicles Act, 1988 Not in force

You can follow the case on the Jharkhand High Court website using case status for WP(C) 5379/2024.

Can You Book an HSRP Number Plate Online in Jharkhand?

Not for an old vehicle. HSRP Jharkhand online registration for pre-2019 vehicles isn't open: no government portal takes these bookings, and the Transport Department's old-vehicle booking banner no longer shows on its homepage.

Read how to spot fake HSRP booking websites, and treat these as red flags:

Which Vehicles in Jharkhand Already Have an HSRP?

Vehicles made from 1 April 2019 normally already have an HSRP number plate, because the dealer fits it before delivery. Vehicles registered before that date usually still carry an ordinary plate. Compare the two in our guide to HSRP vs old number plates.

Your registration date is printed on your RC. If you can't find the RC, look up your vehicle on the VAHAN citizen services portal, where you choose Jharkhand as the state.

If you'd rather someone fetched those details for you, Jaagruk Bharat can get your RC particulars checked for you. It's a helper service, not a government office.

What Can You Do Until HSRP Booking Reopens in Jharkhand?

You can't book an HSRP online for an old car in Jharkhand today, and new cars get theirs from the dealer, so old-car owners should focus on staying ready.

  1. Confirm your registration date on the RC, so you know whether the pre-2019 rule applies to you.
  2. Keep your papers current. The stayed order would have refused plates for vehicles with tax dues or an invalid RC or fitness certificate. Our checklist of documents every driver must carry covers the rest.
  3. Check for a new notice on the Jharkhand Transport Department website before paying anyone.
  4. Keep your challan receipts. If you're fined outside Jharkhand, note the section on the challan. You can check and contest a traffic challan online.

Frequently Asked Questions

What was the HSRP number plate price in Jharkhand's 2024 order?
The stayed order capped rates, excluding taxes, at ₹300 for a two-wheeler, ₹340 for a three-wheeler, ₹540 for a car, ₹320 for a tractor and ₹570 for a heavy vehicle. Those rates aren't payable today, because the High Court stayed the order on 1 October 2024.
Is there a fine for not having an HSRP number plate in Jharkhand?
No Jharkhand notice in force sets one for old vehicles. The enforcement clause, under Section 192 of the Motor Vehicles Act, sat in the stayed 2024 order. Police in other states apply their own rules, so check the section printed on any challan you receive.
Is there a last date for HSRP in Jharkhand?
No. The 2024 order didn't fix a deadline, and it's been stayed since 1 October 2024. A date can only come from a new Transport Department notice, for example after a fresh tender or a change in the court case. Until then, there's no Jharkhand deadline for vehicles registered before 1 April 2019.
Is there an HSRP fitment centre for old vehicles near Ranchi?
Not one working under a government order today. The 2024 plan would have used dealers and service stations in every district, including Ranchi, but it's stayed. Dealers in Ranchi fit HSRPs on new vehicles. Ask for the authorising notice if anyone offers old-vehicle fitment.
Do new vehicles bought in Jharkhand need a separate HSRP booking?
No. The dealer fits the HSRP before delivery, so there's nothing to book. If your new vehicle arrived without one, don't pay a website: raise it in writing with the dealer who sold it, and contact the Jharkhand Transport Department if the dealer doesn't fix it.
