Can You Get an HSRP for an Old Vehicle in Jharkhand Right Now?
No. There's no government-approved way to book or fit an HSRP for a vehicle registered in Jharkhand before 1 April 2019, because the order that set one up is stayed.
The state's order of 11 September 2024 named one private company to fit these plates and take bookings on its own portal. On 1 October 2024, a High Court Division Bench stayed that order and the cabinet decision behind it "until further orders".
A June 2026 news report quoted a dealers' association saying dealers could now fit plates on old vehicles, citing a Ministry of Road Transport and Highways (MoRTH) circular. We found no copy of that circular on a government website, and no Jharkhand notice applying it. If a dealer offers to fit one, ask which Transport Department notice allows it before you pay.
Is HSRP Mandatory for Old Vehicles in Jharkhand?
Yes on paper, but not in practice: the national rule expects every vehicle to carry an HSRP, yet Jharkhand gives old-vehicle owners no approved way to get one. Under Rule 50 of the Central Motor Vehicles Rules, manufacturers supply the plate with every vehicle made from 1 April 2019.
The same rule lets dealers fit plates on old vehicles, but Jharkhand's 2024 plan to do that is on hold. So there's no Jharkhand deadline you've missed, and we found no state notice in force that tells police to fine old vehicles for it.
What Did Jharkhand's 2024 HSRP Order Say, and Why Is It on Hold?
The order, published in Jharkhand Gazette (Extraordinary) No. 597 on 19 September 2024, would have made HSRP fitment on old vehicles a three-year job for a single company. The High Court put it on hold after a challenge that the company was chosen without a tender.

Can You Book an HSRP Number Plate Online in Jharkhand?
Not for an old vehicle. HSRP Jharkhand online registration for pre-2019 vehicles isn't open: no government portal takes these bookings, and the Transport Department's old-vehicle booking banner no longer shows on its homepage.
