Gaura Shakti Yojana has developed a new three-level (National, State and District Level) Support System to assist women who are victimised by crime. The three-tiered structure allows the Police to respond instantaneously to all women's crime complaints, without exception.

As part of this initiative, the Uttarakhand Police created Mahila Desks, established Women Safety Helplines, and Counselling Cells for Victims of Domestic Violence as well as a single State-Level Helpline that is operated by trained Women Police Personnel.
