On the 18th of December, 2025, the Lok Sabha of India announced the passing of a new bill called the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission Bill, popularly known as the VB-G RAM G Bill. This new bill is being introduced as an upgrade and replacement of the age-old Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
This is one of the most controversial bills to have passed recently, and the primary reason behind doing so is to modernise employment schemes and keep them updated as per the changing times and needs of the citizens of India. The new bill is equipped with various new changes, such as increased workdays, incorporation of digitisation, new ways of employment creation, and others.

The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission Bill, popularly known as the VB-G RAM G Bill, is a new bill passed by the Parliament of India to replace the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). The bill aims to change the existing landscape of employment in rural regions so that rural residents of India can progress and maintain a premium quality of standard of living.
The new bill comprises several new changes related to various aspects of employment, such as work days, days of payment, work allocation, etc. The government’s primary reason behind this change is to help people, especially those who reside in rural areas, to flourish in life and fulfil all their needs and desires through optimal employment opportunities.
There are several changes introduced through the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission Bill. All those key changes are mentioned below in detailed points for one’s better understanding:
One of the primary changes or provisions in the VB-G RAM G Bill is concerning guaranteed employment workdays. Unlike MGNREGA, which provided people with 100 guaranteed workdays, the new bill will provide 125 guaranteed workdays to every household in a financial year.
Under the Mahatma Gandhi National Rural Employment Guarantee Act, people used to get their payments within 15 days; however, following the new bill, payments will be made weekly and not after the completion of the guaranteed workdays. The people working under this government scheme will be paid at the rate of 0.05% of the unpaid wages per day of the delay beyond the 16th day.

The state governments will be required to inform people in advance concerning 60 60-day period of no-work so that people can manage accordingly, and there is no shortage of labourers in peak sowing and harvesting seasons. The state government can shift work to different areas for 60 days, such as agro-climatic areas, local agricultural activities, and others.
The old scheme of MGNREGA was completely funded by the central government; however, the new bill of VB-G RAM G will be funded by the government, but in a new way, which would not be financially burdensome for the government of India. Finance will be divided into three categories of States, Hill States, and North-East & Union Territories, wherein the central government will be responsible for paying 60%, and the rest 40% will be covered by the Hill States and North-East & Union Territories.
The funds will then be used for covering the wages of labourers, the cost of raw material, administrative costs, unemployment allowance, etc.
The new bill has also made a special provision related to events of natural disasters. In such unforeseen natural events, the state government can request the central government for special operational relaxation for expansion of work, increased rates of wages, etc.
The plan of allocation of work will be prepared by the central government for other state government agencies, and any extra expenses related to allocation will be borne by the state government itself.

Previously, MGNEREGA was operated by the Panchayats at the district levels, which used to finalise and approve the projects. But the new VB-G RAM G bill will operate under the supervision of National Level Steering Committees and State Level Steering Committees, after which the Panchayats will be the authoritative agency.
The new Viksit Bharat Guarantee for Rozgar and Ajeevika Mission Bill (VB-G RAM G) is not just another new bill, but the government’s commitment toward keeping updated acts as per the changing dynamic needs of the people and the ever-changing time. It is not merely a replacement of the Mahatma Gandhi National Rural Employment Guarantee Act, but a measure to help people improve their standard of living.
