The SVAMITVA scheme which was started in 2020 by Prime Minister, Narendra Modi is one of its kind, a solution for mapping and revenue realisation of residential spaces in rural areas. Thus, issuing property cards to rural individuals for financial credit resolves the issues related to the land, and raises the rural economy. The SVAMITVA scheme uses drones to capture rural property data and issue property cards that help open up valuable opportunities within rural communities and solve land ownership issues.
The programme is currently operating under the Union Ministry of Panchayati Raj and was launched in 2020.
The program aims specifically for the drawing of rural boundaries with drones.
The primary goals include improving the ownership information and also facilitating access to financial management.
Facilitates monetisation of Rural Assets worth Rs 1.37 lakh crore.
DP 2: Provides credit to property owners hence increasing financial investment in the economy.

Through issuance of the property cards, the Sarkari scheme has facilitated the rural people to access loans, solve tenancy disputes and enhance the autonomy of communities.
Issuance of Property Cards:
Affords the legal records of ownership of RRP’s.
Supports needy villagers to pledge their properties to secure loan facilities.
Survey Progress:
Of the targeted 344,000 villages 92% have been surveyed.
Already over 136 thousand villages the determined – property cards.
Empowering Women:
The govt scheme has, however, the following challenges; Tribal/State land issues, Resisting state, Tenure issues and Communal ownership.
Tribal Land Ownership Issues:
This is because the land in question has been jointly owned or there were disputes within a family.
State Resistance:
Some states such as Jharkhand are against the implementation because of the problems it presents for their areas.
Tamil Nadu, Bihar, and Odisha have opted out of NREGS claiming that the new land records have been prepared.
Parliamentary Recommendations:
The standing committee on Panchayati Raj has already demanded legal solutions to these problems.
It sets down the tenant claiming occupancy rights of the property through which it creates a foundation for economic growth with a sustainable agrarian policy.
Resolving Land Disputes: Implementing clear boundaries of properties and other assets lessens some conflicts.
Strengthening Local Governance: Complements consolidated efforts for controlling and combating encroachments across gramme panchayats.
Promoting Rural Prosperity: Leads to economic activities and enhances the levels of financial access and usage in small villages.
