Road accidents are unfortunately one of the most common incidents that happen across the world, and innumerable people lose their precious lives to them. There are many factors due to which, at times, injuries lead to death, and one of those is not getting immediate medical assistance. It gets difficult in today’s time because of various reasons, like the bystander effect (people expect other people to help, which leads to no one helping the victim in need).
To address this issue and encourage people to help motor vehicle accident victims, the state government of Madhya Pradesh launched a scheme called the Raah Veer Yojana. The main aim of the govt scheme is to reward people for helping accident victims and, indirectly, encourage others as well to help whenever they witness an accident.

The Raah Veer Yojana is a welfare scheme launched by the Home Department, under the state govt of Madhya Pradesh, and is implemented by the Office of the Transport Commissioner of the city of Bhopal, under the supervision of the District-level Evaluation Committees and the Home Department. The Sarkari scheme aims to reward those who help motor vehicle accident victims in reaching hospitals within the golden hour (golden hour means within the first hour of the accident).
Those who provide necessary help to the accident victims are given rewards in various forms, like cash incentives, honors, and awards, etc. The state govt scheme works in accordance with the national Good Samaritan guidelines, which protect such helpers from civil or criminal liabilities so that helpers can help without any worries or fears.
There are several objectives of the Rah Veer scheme state govt scheme that makes it useful and unique, some of which are described below in brief points:
One of the primary objectives of the state govt scheme is to reward those individuals who have shown bravery and have helped accident victims during the golden hour. i.e., the critical initial 60 minutes after an accident. This is done not only to recognise their precious efforts but to motivate them as well, so that they can keep up with their helping behavior whenever they encounter someone in need.
The authorities also aim to encourage others to help as much as they can in their own capacities and become proactive and alert when such unfortunate accidents happen instead of being bystanders.
The Sarkari Yojana comes along with a range of benefits for its beneficiaries. Some of the key benefits are mentioned below for a better understanding of the scheme:
The state govt scheme provides rewards to the people (Raah Veer) who help motor vehicle accident victims within the golden hour through various means of recognition. One such means is providing a cash reward worth Rs. 25,000. Please note that an individual can only be awarded a maximum of five times under this scheme.
Following the scheme, the Ministry of Road Transport and Highways selects the top 10 Raah Veers from across the nation. The selected helpers are then rewarded with a cash reward worth Rs. 1,00,000 each, a certificate, and a trophy at the National Road Safety Mission (NRSM) in New Delhi.
The financial reward is credited directly into the bank accounts of the Raah Veers to avoid any sort of discrepancies and to keep the operations efficient and quick.

Individuals interested in applying for this govt scheme first need to ensure that they fulfil the eligibility criteria for the same or not. The Rah veer yojana state govt scheme’s eligibility criteria are as follows:
Applicant must be a permanent resident of the state of Madhya Pradesh.
An applicant should be a person who has voluntarily helped a victim of a motor vehicle accident.
Applicant must have also helped the accident victim in reaching a hospital within the golden hour, ensuring that the victim’s life can be saved.
Please note that there is no Rah veer yojana apply online process, only the offline method. There is no traditional stepwise application process for this scheme; however, the general outline is mentioned below for clarity:
Instance 1: After the unfortunate road accident occurs, Rah Veer is required to inform the police first. The police officers will verify the details of the motor vehicle road accident with the help of the attending doctor and then issue an acknowledgement slip, which will comprise the basic details of the Rah Veer, such as their name, contact information, address, date, time, and location of the accident and also, details on the assistance provided by the Rah Veer to the accident victim.
Instance 2: The Rah Veer took the victim of the motor vehicle accident directly to the hospital for getting the necessary medical treatment. The hospital is then required to inform the police officials, as per protocol, who then issue an acknowledgement slip.
District-level Committee: The District-level Committee is made up of members, like the District Magistrate, Superintendent of Police (SSP), Chief Medical Officer (CMOH), and Regional Transport Officer (RTO), who review and approve cases every month.
State-level Committee: The State-level Committee is made up of the Principal Secretary (Home), the Commissioner in charge of Health, the ADGP of Traffic and Road Safety, and the Commissioner of Transport as Member Secretary. This committee reviews and approves cases every quarter.
As soon as the approval comes, the Transport Commissioner of the city of Bhopal processes the payments, which are credited directly into the bank accounts of the Rah Veer through the PFMS mechanism. Under this government scheme, the Ministry of Road Transport and Highways (MoRTH) is required to provide monthly financial deposits to the state transport departments.
Every year, a maximum of three Rah Veers are nominated for a national award.

There are some documents that the applicants are required to attach while applying for the govt scholarship scheme. The list of required documents is as follows:
Bank account details, like a Passbook
Proof of address, like a Domicile Certificate
Acknowledgement slip from the police station (issued on official letterhead with details, like Rah Veer, date, time, and location of the accident, and the kind of assistance provided at the time)
Verification report from the hospital/doctor stating that the victim came for treatment within the golden hour
