Ullas Scheme 2025 has been launched by the Government of India to promote education and literacy among uneducated citizens aged 15 and above. The government initiative operates in a voluntary manner, which is part and parcel of an endeavour to promote the rate of literacy and equip people with the very essential skills. The scheme has been sanctioned a budget of INR 1037.90 crores, which will run from 2020 to 2025.

The Ullas Scheme, long for an "Understanding of Lifelong Learning for All in Society," is a government initiative to educate more than 5 crore illiterate citizens of India. The program is supported by volunteers who are paid for services rendered to the project. It aims to provide functional literacy, life skills, and lifelong learning opportunities.

Objective

The Ullas Scheme aims to contribute to raising literacy levels in India. This scheme seeks to undertake basic reading, writing, and arithmetic training while equipping them with essential life skills, inclusive of financial literacy, digital literacy, health awareness, and family welfare.

The ULLAS scheme comes with key features focused on promoting basic literacy and numeracy skills. It encourages voluntary participation and aims to certify learners through recognised institutions.

  • A learner can be declared literate if she/ he can read, write, and perform arithmetic operations of addition and subtraction.

  • The scheme is based on volunteerism, known as “Kartavyavodh.”

  • It aims to provide individuals with the light of literacy, true to the vision of “Jan Jan Saakshar.”

  • The certificates under the scheme will be issued under the signatures of the National Institute of Open Schooling and the Department of School Education and Literacy.

Financial Allotment

The Ullas Scheme has an enormous financial outlay of INR 1,037.90 crore; of this, INR 700 crore comes from the central government and INR 337.90 crore from state governments.

The Ullas Scheme incorporated wide-ranging involvement with the spirit of volunteerism and modern technology in its sheer efficiency of implementation.
