PMSSS 2024 - Prime Minister’s Special Scholarship Scheme 2024-25 - Official Last Date

AICTE unveiled the Prime Minister’s Special Scholarship Scheme (PMSSS) in 2011 for Jammu & Kashmir and Ladakh students. The rationale of this govt scheme is to assist learners who complete their Class 12 studies either from the J&K Board or CBSE schools in J&K and Ladakh to join government colleges or other specified institutions outside these areas except when pursuing medical courses.

What Is Pradhan Mantri Special Scholarship Scheme?

The PMSSS 2024-25 offers scholarships to students from J&K and Ladakh to pursue higher education outside their regions. It supports them through financial aid, covering tuition, hostel, and other expenses. There is a specialised quota for admissions through the counselling conducted by AICTE. The applicant must be from a poor family, or the income of an applicant’s family should not be more than ₹ 8,00,000 per annum.

What Are The Objectives Of The Prime Minister’s Special Scholarship Scheme?

The major objective of PMSSS is to facilitate need-based financial support in the forms of fees for tuition, charges for hostel & mess and other related expenses for the students of Jammu & Kashmir and Ladakh. It endeavours to access education outside these areas and equip the students for competition with other students in the country.

Continuous changes have been made to the govt scheme to make it more suitable for the students.

What Courses Covered Under The PMSSS Scheme?

The PMSSS scholarship covers three streams:

  • General Stream: Such courses include B.A., B.Com., B.Sc., BBA, BCA for students with a similar qualification.

  • Professional Courses: Courses like B.E, B.Tech, B.Pharmacy, B Architecture, Hotel Management and B.Sc Nursing.

  • Medical Stream: MBBS, BDS, BAMS and other Allied Medicinal Courses.

What Is The Eligibility Criteria Of The Prime Minister’s Special Scholarship Scheme?

Eligibility criteria under the UTs of Jammu & Kashmir and Ladakh for the PMSSS Scholarship scheme are as follows:

Who Are Not Eligible For The Prime Minister’s Special Scholarship Scheme (PMSSS)?

The following students cannot apply for this scholarship:

  • Students from the Open Universities.

  • All the others who were able to receive other scholarships.

  • Students who are allowed entry into the university with reserved management quotas.

  • Diploma course students.

  • Postgraduate students.

  • Candidates who have a family income greater than ₹ 8,00,000.

  • Students who did not fill out their application forms through an AICTE connecting website.

  • Students who took admission either in non-prescribed colleges or through agents/ NGOs.

What Documents Are Required For The Prime Minister’s Special Scholarship Scheme?

Original Documents to be produced at the time of Verification at the Facilitation Center are as:

  1. Xth Standard Mark sheet

  2. XIIth Standard Mark sheet (if any)

  3. Diploma Certificate (for lateral entry only)

  4. Domicile Certificate

  5. Aadhaar Card (if any)

  6. Family Income Certificate (Issued by Tehsildar or equivalent)

  7. Valid Caste certificate for SC/ST/SEBC for claiming the reservation as per State Govt. Policy Valid disability Certificate (if any)

  8. Central Universities Entrance Test (CUET) result

  9. NEET result for BSc (Nursing programme)

Note:- Not exceeding Rs.1.00 Lakh per annum (in Ten equal instalments to meet hostel, mess, books, stationery & other incidentals). Fresh students admitted in the academic session 2024-25 will be paid a maintenance allowance from the date of joining the institute physically.

What Is The Registration Process Of The PMSSS?

Log on to the AICTE Website follow the Steps to apply for “Online Registration for PMSSS Scholarship” and follow the instructions on how to fill out the online application.

  • Step 1: Open the AICTE Website

  • Step 2: Go to the PMSSS tab on the home page.

  • Step 3: Further click on the tab of A/Y 2024-25 and register yourself by following the instructions.

What Is The Selection Process For PMSSS?

Document Verification & Registration:

  • Get your documents verified at the nearest Facilitation Centre in J&K or Ladakh.

  • To upload your documents to the portal, they must be stamped by the centre and verified.

  • Document verification reports need to be collected in case of a successful verification process.

Choice Filling:

  • Finally, after confirmation, courses can be chosen through the online portal.

  • Remember, you are unable to change your choices after the last date for filling so ensure that you fill in your choices correctly.

Merit List & Counseling:

  • The candidate will be given admission based on a provisional merit list which contains names of students according to their marks obtained in Class XII/Diploma.

  • If your name is on the list, go for online counselling.

  • The distribution of seats is strictly based on the merit and the scholarships available for the course.

Eligible Institutions/Universities:

  • Only some of the courses offered by institutions recognised by AICTE as listed in the latest uploaded list of institutions from AICTE.

  • If you opt for other colleges you will not get the scholarship except for MBBS/BDS and allied medical courses.

What Is The Application Process For The Prime Miniter’s Special Scholarship Scheme?

To apply for the scholarship:

  1. Go to the official website of AICTE.

  2. Go to the PMSSS Registration Link for the year 2024-25.

  3. Select 12th Registration (Class 2023-24) here.

  4. Enter all the prompted information and then click on Register.

  5. Use your email ID and password to login to the site.

  6. In addition to the details, documents are required to be uploaded while the application is submitted by filling up the form completely.

How Online Counselling and Seat Allocation Confirmation Is Performed Under The PMSSS Scheme?

The seat allocation process for the Prime Minister's Special Scholarship Scheme (PMSSS) is as follows:

  1. Online Counseling: Some of the colleges are allotted based on the merit secured through online counselling.

  2. Seat Confirmation: After the phase of seat allotment students can freeze their seats by submitting an online freezing request on the AICTE website within the stipulated time.

  3. Provisional Allotment Letter: After a college is allotted, students will get a provisional allotment letter from our institute and a welcome letter in the login account.

  4. Download Letter: Students having their login ID facility can download their allotment letter.

  5. Admission: It is subject to the admission of the university or centre of the student once he enters the university or centre.

  6. Seat Cancellation: Should you not confirm it on time, your seat will be automatically cancelled.

  7. Float Option: Any student having an issue with the allotment can choose the float option to get a better seat in the next counselling session. However, once a seat is surrendered, it cannot be reclaimed again.

What Is The Seat Reservation Criteria For The PMSSS?

The PMSSS scholarship operates on the Ten Percent reservation rules of Jammu & Kashmir (J&K) and Ladakh for various categories. Here's the breakdown:

  1. SC (Scheduled Castes): 8%

  2. ST (Scheduled Tribes): 10%

  3. Socially and Economically Backward Classes (SEBC): 22% total, divided into:

  • Weak and underprivileged classes (OCS): 4%

  • Residents of backward areas (RBA): 10%

  • Residents near the actual Line of Control (ALC) or International Border (IB): 4%

  • Pahari-speaking people: 4%

Besides, there is a four per cent horizontal reservation for Persons with Disability (PwD) who have 40% or above disability as per Central Government rules.

What Is The Renewable Process For The Prime Minister’s Special Scholarship Scheme?

PMSSS 2024-25: Renewal Process

  • Scholarships can be renewed for the next academic year if the student has good conduct and maintains attendance.

  • If a student fails in a year, they can still renew the scholarship. However, failing twice means they lose the scholarship.

  • If a student cannot take exams due to illness or emergencies, they can still renew their scholarship by submitting a medical certificate and proof.

  • The Head of the Institution will approve renewal based on valid documents.

  • Scholarships cannot be given twice for the same academic year, even if renewed.
