In 2011, about 3.8 million adolescent girls in India had children. Of these, 1.4 million have two or more children before they reach adolescence. Pregnancy in adolescence can lead to various health problems: Anaemia, malaria, HIV and other sexually transmitted infections.
To counteract this, the government has introduced the Janani Suraksha Yojana. In 2014, the programme was expanded to cover all pre- and post-natal complications in pregnancy and similar entitlements were introduced for all sick newborns and infants (up to one year of age) who come to public health facilities for treatment.
The Janani Shishu Suraksha Yojana, initiated by the Ministry of Health and Family Welfare, ensures that pregnant women attending government health facilities have access to free delivery services, including caesarean sections.
Both the mother and the newborn receive comprehensive care within 48 hours. To address challenges such as high expenditure on diagnostic tests, blood, medicines, food and user charges, the Janani Shishu Suraksha Karyakaram (JSSK) was introduced in June 2011. This program aims to eliminate these costs for institutional deliveries and treatment of sick infants.
The initiative gives all pregnant women giving birth in public health facilities the right to an absolutely free and cost-free delivery, including caesarean section.
Entitlements include free medicines and supplies, free nutrition for up to 3 days for a normal delivery and up to 7 days for a caesarean section, free diagnostics and free blood wherever needed.
This initiative also provides for free transportation from home to the facility, between facilities in case of referral and back home. Similar entitlements apply to all sick newborns who seek treatment in public health facilities up to 30 days after birth:
It is estimated that more than 12 million pregnant women who visit government health facilities for their delivery will benefit from the scheme.
Moreover, those who are still delivering at home will be motivated to opt for institutional delivery.
All states and UTs have started implementing the scheme
To be eligible to avail the benefits of Janani Suraksha Yojana, one must meet the following criteria.
The applicant must be a pregnant woman.
The applicant must be admitted to a state health facility.
The free services for pregnant women are listed below:

Free diagnostics
Free nutrition during the stay in the health facilities
Free provision of blood
Exemption from user fees
Free transportation from home to the healthcare facilities
Free transportation between facilities in case of referral
