What Is The Pradhan Mantri Ujjwala Scheme?

Pradhan Mantri Ujjwala Yojana was introduced to provide LPG connections to rural and Below Poverty Line households. The Ujjwala Yojana launch date is May 1, 2016. The scheme also aims to replace traditional cooking fuels with LPG by providing them with gas cylinders.

Under this government scheme, eligible people receive financial assistance for installing LPG connections. They can get Rs 1,600 for each connection, and the cost will be borne by the government.

The gas cylinder price in 2024 has seen major revisions for people belonging to the BPL sector.

Objectives Of The Pradhan Mantri Ujjwala Scheme

The Ujjwala Yojana was launched to deliver clean cooking fuel to every family’s house that falls below the poverty line or belongs to other vulnerable sections of society. Some of its key objectives are:

  • Cleaning fuel: The scheme encourages the use of clean cooking fuel. i.e. Liquified Petroleum Gas (LPG) in place of other harmful fuels contributes to the deterioration of not only people’s lives but the planet as a whole.

  • Health & Safety: Traditional fuels have a wide range of impacts on people’s health, such as eye problems, respiratory issues, and others, as they emit harmful gases. On the other hand, as the Ujjwala Yojana promotes environment-friendly fuels for cooking, it directly helps in protecting people’s health and safety.

  • Reducing Environmental Pollution: LPG is a comparatively cleaner fuel for cooking instead of biomass or firewood. It helps protect the environment by reducing the rate of deforestation, the spread of harmful gases, and the overall worsening of the environment.

  • Rural Development: The scheme has enabled households from rural areas to access cleaner fuels at subsidised rates.

  • Accountability & Awareness: The Ujjwala Yojana deposits the subsidy amounts directly into the bank accounts of the registered families, which promotes financial inclusion. It also preaches the word about schemes like Jan Dhan Yojana and others, and educates people about other central government schemes for their benefit and financial literacy.

Benefits Of The Pradhan Mantri Ujjwala Scheme

The Ujjwala Yojana has numerous benefits that improve the lives of those who belong to the vulnerable and economically weaker sections of society. Some of the major benefits are:

  • Women Empowerment: The scheme ensures that the LPG connections are to be issued in the name of the women of the registered households. This also eases the life of the women who had to go through the trouble of collecting firewood for cooking purposes.

  • Focus on marginalised groups: The scheme focuses on the delivery of clean fuels to the vulnerable and economically weaker sections of society.

  • Financial Relief: The cost of the initial LPG is taken up by the government and subsidies are given later to reduce the financial burden on the families.

  • Environmental Benefits: Ujjwala Yojana introduces a transition from traditional cooking methods like firewood or biomass to cleaner fuels like LPG. These are environmentally friendly fuels. It protects our planet by reducing air pollution levels.

  • Poverty Reduction: The scheme also ensures that LPG is delivered at subsidised rates to not increase the financial burden on families from the vulnerable and marginalised sections of society.

WHO & Household Air Pollution

The World Health Organisation (WHO) recognises air pollution caused by cooking fuels. Traditional cooking fuels contribute to deteriorating people’s lives, especially in developing countries and the planet’s health.

The organisation takes several measures to reduce air pollution from cooking gases:

  • Promoting clean technologies: WHO supports initiatives like the Ujjwala Yojana, which aims to supply households with clean fuels and replace traditional cooking fuels.

  • Guidelines: WHO has also released air quality guidelines that recommend the use of clean fuels to protect the environment.

Implementation Modalities Of The Ujjwala Scheme

The Ujjwala Yojana is implemented through several channels to ensure that LPG reaches every household across the country:

  • Identification of target groups: The scheme identifies the eligibility of the interested families based on the Socio-Economic Caste Census (SECC) 2011 data.

  • Subsidy: Initial financial help of Rs. 1600 per connection is given to the registered families to cover the cost of the LPG connection.

  • Issuance: LPG connections are issued under the name of the adult female member of the household that empowers women and helps in improving their lives.

  • Monitoring: A strength monitoring and evaluation system has been established to ensure that the people in need reap the benefits of the scheme and not non-eligible people.

Ujjawala 2.0

Ujjwala 2.0 was launched recently in August 2021 as an extension and upgrade of the original Pradhan Mantri Ujjwala Scheme. Ujjwala 2.0 was introduced to cover the loopholes of the Pradhan Mantri Ujjwala Scheme and hence has additional and advanced features like:

  • Migrants and Urban Poor: Ujjwala 2.0 allows migrant workers and urban poor families to apply for the scheme and reap its benefits. This promotes inclusivity.

  • Free First Refill & Stove: The upgraded scheme covers the initial cost of the cylinder, free first refill, and a gas stove. This helps the families maintain financial stability.

  • Coverage: Ujjwala 2.0 aims to cover an additional 10 million families beyond those identified by the SECC 2011 data, targeting marginalised and economically weaker sections of society.

  • Minimal documentation: Ujjwala 2.0 simplifies the application process with minimal documentation, wherein eligible families can apply by filling out a self-declaration form, especially for migrants.

Conclusion

This Sarkari scheme not only helps cut down the gas cylinder price for people belonging to the BPL section but also ensures safer cooking methods by replacing traditional fuels like firewood, coal, etc., with LPG gas cylinders.
