Affordable credit has long been a major challenge for economically disadvantaged communities. To address this issue, the Punjab Scheduled Castes Land Development and Finance Corporation (PSCLDFC) introduced the Direct Lending Scheme India, a 100% state-sponsored financial assistance programme.

This Government direct loan scheme is designed to provide structured financial support to eligible Scheduled Castes (SC) and Persons with Disabilities (PwD) in Punjab. By offering subsidised loans, concessional interest rates, and flexible repayment options, the initiative strengthens self-employment opportunities and promotes long-term economic stability. It also functions as a Direct loan without bank intervention, ensuring that funds are directly disbursed through a government-backed process.

What Is A Direct Lending Scheme?

The Direct Lending Scheme India is a structured financial assistance programme implemented by PSCLDFC to promote economic development among Scheduled Castes and Persons with Disabilities in Punjab. Under this Government business loan scheme, eligible individuals can obtain financial assistance for starting small businesses, engaging in income-generating activities, or purchasing land.

Unlike traditional bank loans, this initiative works as a Direct loan without bank dependency in terms of sanctioning authority, as PSCLDFC directly processes and disburses the funds. The scheme operates through share capital funds and offers government-backed subsidies along with concessional interest rates.

This initiative also functions similarly to an MSME direct lending scheme, as it supports small entrepreneurial ventures and promotes grassroots business development.

Objectives Of The Direct Lending Scheme

The scheme has been initiated with specific development objectives of boosting the poor communities in Punjab.

  • The primary objective of this government-directed loan scheme is to enhance the economic empowerment of Scheduled Castes and Persons with Disabilities by providing accessible financial assistance.

  • The scheme will promote self-employment and entrepreneurship to help individuals who would like to initiate small businesses or income-generating activities.

  • It aims to reduce poverty among Below Poverty Line (BPL) families by offering financial support through a Subsidy loan scheme in India model that reduces repayment burdens.

  • The programme will aim at enhancing the financial inclusion of the state by making the institutional credit facilities accessible to vulnerable regions of society.

  • The scheme is also designed to generate long-term livelihoods, which will result in financial sustainability and social development.

Benefits Of The Direct Lending Scheme

The Direct Lending Scheme India offers several financial and structural benefits to eligible applicants.

  • Beneficiaries receive a subsidy under the Special Central Assistance component, which equals 50% of the loan amount or ₹10,000, whichever is lower, thereby reducing the effective loan burden under this Subsidy loan scheme in India.

  • The Interest rate under the government direct lending scheme is highly concessional, with 5% per annum applicable to loans up to ₹50,000 and 8% per annum for loans exceeding ₹50,000.

  • The repayment plan is also very flexible and can be made up of monthly, bi-monthly, quarterly or half-yearly instalments based on the type of project.

  • In cases involving land purchase, the repayment period can extend up to 15 years, making it suitable for long-term economic activities under this MSME direct lending scheme-like support structure.

  • Approved loan is transferred directly in bank account of the beneficiary via RTGS once proper formalities are provided, which is very transparent and efficient.

  • A penal interest of 5% is charged only in cases of delayed payment, non-repayment, or violation of loan terms and conditions under the Government direct loan scheme guidelines.
