Enhancing Women's Safety: Investigation Tracking System of Sexual Offences (ITSSO)

To bring positive change in the safety of women, Union Home Minister Rajnath Singh launched several government schemes on 19 February 2019. Such measures are intended to give quick resolutions to emergent situations, fast tracking of investigation of sexual assault cases, and make cities safer.

What Is The Investigation Tracking System of Sexual Offences (ITSSO)?

The ITSSO is an online tool that targets and assists LEA to monitor the progress of rape cases in real time. This system available at the national, state, district and the police station level enables an investigator to complete his investigation when directed within the stipulated two months.

ITSSO enhances the speed and effectiveness of investigations of sexual offences by relying on CCTNS also known as Crime and Criminal Tracking Network and Systems.

The new law enacted in 2018 was the Criminal Law Amendment Act and it came with drastic measures, mainly the death penalty for the rapist of a girl under 12 years of age. ITSSO has a big role in providing instant justice under this law.

Need For The Tracking System

With the growing statistics of sexual crimes in India, there is a greater need to put measures in place so that such cases are adequately responded to. ITSSO addresses this problem by enhancing transparency and timeliness by assisting in the management of caseloads and also ensuring due process in dealing with sensitive cases.

Scenario Of Sexual Offences In India

The growing trend of sexual violence and sexual harassment concerns the need for efficient mechanisms of protection especially for women and children. The statistics published by the National Crime Records Bureau (NCRB ) have shown a marked increase in crime against women and this is a call for reforms and actions to restore the human dignity of this class of people.

What Is The Emergency Response Support System (ERSS)?

Emergency Response Support System (referred to as ERSS) is a single emergency number across the country to report an emergency, particularly 112 which helps to run an emergency for the people in need. This system is designed to be easily accessible through various methods:s:

  • Dial 112 from any phone.

  • Press the power button three times on a smartphone to trigger a panic call.

  • Long press the “5” or “9” keys on feature phones to activate a panic call.

  • Use the 112 India Mobile App available on Google Play Store and Apple Store, which also features a SHOUT function for women and children, alerting registered volunteers nearby.

These distress calls have to be answered by all states and UTs and these states and UTs are supposed to establish ERCs for technical support, police, fire, health, and other emergency services. The ERSS, under the Nirbhaya Scheme, has been launched and piloted in Himachal Pradesh Nagaland too.

Safe City Implementation Monitoring (SCIM) Portal

Safe City implementation monitoring electronic site sometimes referred to as the SCIM Portal

is used to increase women's safety in metro cities. The government has launched the Safe City Projects, funded under the Nirbhaya Scheme, with an initial focus on eight cities namely; Ahmedabad, Bengaluru, Chennai, Delhi, Hyderabad, Kolkata, Lucknow, and Mumbai.

The Safe City Projects Involve

  • Identifying crime hotspots and increasing CCTV surveillance.

  • Deploying technology like Automated Number Plate Reading (ANPR) and drone surveillance.

  • Establishing women police outposts and women help desks in police stations.

  • Improving public infrastructure such as street lighting, women's toilets, and safety measures on buses.

  • Raising social awareness of women’s safety and gender sensitivity.

This enables states to monitor these projects and track the deployment of resources in addition to creating a digital record through the Scim Portal of assets and good practices.

Contribution Of This Scheme To The Present Day Crime Situations

There was an increase in rape cases in India in August 2024; the cases sparked major protests including a major one in R. G. Kar Medical College. Such a sad increase in this kind of violence against women explains why there is a necessity to ensure that adequate safety measures are being put in place.

The following are the key areas of intervention under this govt scheme to help in combating increasing cases of harassment of women: By guaranteeing a fast response to disasters, observation of investigations, and development of safer city spaces, these measures are even more important in defending women and recovering people’s trust in law enforcement.
