It was launched by the Director of Scheduled Caste Welfare, Department of Social Justice & Empowerment, under the state government of Gujarat in the year 1991.
The primary aim of the scheme is to provide a financial helping hand in the form of loans and subsidies to those who belong to the communities of the Scheduled Castes who wish to acquire or purchase business premises or shops.

The state government scheme aims to encourage more and more individuals to become entrepreneurs, especially those who belong to the marginalised communities like the Scheduled Castes (SCs). The main objective of the SC/ST subsidy loans for business scheme is to provide financial support to the people who wish to purchase their own business premises or shops.
The scheme also aims to provide better ways of providing loans so that people can stop taking loans from informal parties with higher interest rates, which leads them toward falling into a debt trap.

The government scheme for SC/ST business comes along with a range of benefits for its beneficiaries. Some of the key benefits are mentioned below for one’s better understanding of the scheme:
Under this state government scheme, beneficiaries can get loans of up to Rs. 10 lakh, which they can then use to purchase or construct a shop or business unit. This makes it possible for people from marginalised communities to start a business unit or shop of their own.
The rate of interest on loans given under the government scheme for SC/ST business is set at 4% and the other bank charges are covered by the state government a a subsidy for three years.
Beneficiaries of the scheme are also given a subsidy worth Rs. 15,000 to make the terms of the loan easier on them and not financially burdening.
Interested individuals are required to fulfill all the eligibility criteria of the SC/ST govt loan scheme to apply for it. The criteria are as follows for one’s better understanding:
Applicants should be permanent residents of the state of Gujarat.
Applicants should be a part of the Scheduled Castes (SCs) community with a valid category certificate.
Please note that first priority will be given to a certain class of people, such as educated unemployed, unemployed mill workers, persons with technical & professional experience, and self-employed persons with qualifications.
Financial aid is also given for the purpose of establishing shops/business premises allotted on long-term rent by the state government or state government-owned Boards/Corporations, Urban Development Authorities, Local Self Government Bodies, or gram/nagar Panchayats. However, please note that till the whole repayment of the loan, the shop will be mortgaged to the government as collateral.
If any applicant is constructing a shop on their own land, they are required to submit the relevant documents for the same, stating that the land is legally owned by them and is non-cultivable.
Some other important points that an applicant should know and take care of before applying for the scheme are as follows:
Applicants who are planning to apply for this scheme are required to submit security of a maximum of two people’s immovable property equal to the plan's full amount.
The place where the shop will be established should be in accordance with the land rules and construction rules, as any defect will lead to the cancellation of one's application.
The loan given under the scheme should be used only for the intended purpose. i.e., to establish one’s shop or business. If the amount is used for any other purpose, then the applicant will be required to repay the entire amount of the loan along with its interest.
Defaulters of the scheme will be charged a penal interest of 2.5%.
Applicants can apply for the government scheme through an online portal, which makes the application extremely easy and convenient for the applicants. The process of SC/ST loan 10 lakh apply online is mentioned below in a step-wise manner.
Step 1: Please visit the official website of the Samaj Kalyan Portal.
Step 2: Begin the application by first registering yourself in the portal, using your name, email ID, caste, and other relevant information, and setting up a strong password.
Step 3: After successful registration, log in to the portal using your username ID and password.
Step 4: Click on ‘User profiles’ to update the details.
Step 5: Check all your personal information and update it wherever necessary.
Step 6: After updating your profile, select the name of the scheme.
Step 7: Fill out the application form accurately.
Step 8: Upload all the required documents and recheck all the information once before submitting the form.
