Haryana Directorate of Employment launched the Saksham Yuva Scheme in 2016 to provide assistance and opportunities to qualified jobless young people. The Haryana Government made this scheme available on November 1st 2016 in honour of its 50th year to give jobs and money to qualified people who perform 100 hours of voluntary service per month. Through the programme, young people learn job experience and develop work skills at the same time they earn money that helps them prepare for jobs ahead.
The programme runs as the Educated Youth Allowance and Honorarium Scheme under its official name. State authorities created the programme to provide unemployment benefits and employment openings to graduates and students who passed 10+2 from Haryana. The program gives participants regular payments together with a work stipend at various government departments to help them build career experience and become more employable. Upon beginning as a programme for college graduates Haryana expanded the scheme to let science, engineering and arts undergraduates take part along with 10+2 pass students.

To apply for the Saksham Yuva Program, candidates must meet certain eligibility criteria related to residency, education, age limit, employment status, and family income. The applicant must be:
Applicants must be a resident of Haryana.
Graduates with degrees in Science, Engineering or similar fields, as well as degrees in Arts, Business, or Math are eligible.
Graduates and post-graduates enrolled in regular programs at colleges in Patiala, Punjab University, or authorized universities in Chandigarh, Haryana, or Delhi can qualify.
Applicants must have completed 10+12th grade in a regular program from a school affiliated with the Central Board of School Education, Haryana Board of School Education, or Indian Certificate of Secondary Education Board located in Chandigarh or Haryana.
Applicants cannot have completed 10+12th grade through an open school or correspondence program.
Applicants must register with the Employment Exchange.
For 10+ 12th-grade applicants, the age limit is 18 to 35 years. For graduates and post-graduates, the age limit is 21 to 35 years.
Individuals who were fired from government jobs do not qualify. You also cannot currently be employed in any public, private, or semi-government sector or be self-employed.
The applicant family's total annual income from all sources cannot be more than ₹3 lakhs.

Identification like an Aadhaar card
Bank account details
Family ID (PPP document)
Birth certificate/Matric Certificate for date of Birth proof
Employment Registration Certificate
Income certificate issued by competent Authority
Highest Education certificates (graduation, post-graduation, Class 10 + 2 mark sheets and degrees)

Follow these simple steps to apply for the Saksham Program for graduates, post-graduates, and Class 10+2 passed applicants:
Step 1: Go to the official website of the Employment Department of Haryana. Select the "Free Job Seekers Registration" option. Read the terms and conditions and select "Proceed with Registration".
Step 2: Fill out the form on the next page and select "Save/Next".
Step 3: Once registered, submit the relevant documents along with a photocopy of a temporary ID card to the nearest employment office.
Step 4: Submit all documents within 15 days of online registration.
Step 5: After submitting required documents, log back into the official Saksham Yuva Yojana website of the Haryana Employment Department. Log in with your credentials to access the Saksham Yuva page.
Step 6: Complete the registration process by filling out another application form and submitting it.
