On February 21, 2024, Dharmendra Pradhan, Minister for Education, Skill Development, and Entrepreneurship, launched the Rashtriya Udyamita Vikas Pariyojana in the city of Sambalpur in Odisha.

With this Rashtriya Udyamita Vikas Pariyojana (RUVP) Scheme, the government wants to push the business culture in India. The programme has also been launched by the minister in nine other cities, including Bhopal, Kanpur, Indore, Varanasi, Bharatpur, Shillong, Silchar, Dibrugarh, and Guwahati.

What Is Rashtriya Udyamita Vikas Pariyojana?

With rising unemployment and a shrinking skilled labour force, it is more urgent than ever to turn a job seeker into a job creator. We need to create 90 million non-farm jobs by 2030 to reach our target of 5 trillion dollars. Rashtriya Udyamita Vikas Pariyojana Scheme aims to solve this problem by providing the necessary skills to shopkeepers and street vendors. The programme focuses on providing the necessary training to improve their competitiveness and adaptability in the era of disruptive technology.

The Government of India has signed a deal with Flipkart to train street vendors and small shopkeepers. This programme consists of 22 weeks of comprehensive training with theoretical and practical knowledge. This programme can be attended in any way, online, offline, or in hybrid mode.

Essential elements of the proposed scheme for training young entrepreneurial personnel
According to the scheme, street vendors and small shopkeepers are to be provided sensitisation in business skills in structured training. Below are its key highlights:

1. Comprehensive Training

  • This involves Accreditations, Certification and Training such as a 22 weeks training programme that integrates theory, practical training from simulated cases.

  • There are trainings available to be taken in offline mode, online mode or in blended mode with both the facility.

  • Certificates issued on the successful completion of courses to provide increased believability.

2. Focus on Skill Development

  • Enhances job abilities so as to capacitance street sales people and store owners.

  • Enhances skills for economic self reliance and business development.

3. Partnership with Flipkart

  • In line with government integration with e-commerce site such as Flipkart to enhance vocational training for street vendors an small scale traders.

4. Pilot Phase Implementation

  • The programme will be started in 20 Centres of the National Institute of Entrepreneurship and Small Business Development Noida and 10 Centres of the Indian Institute of Entrepreneurship Guwahati.

  • Street sellers in 10 largest metropolitan areas will be given a stipend and training to expand business.

5. Resourceful Training

  • NIESBUD and IIE will comprise a cadre of well-trained trainers and mentors.

  • Lectures will be industry experts with government representatives and successful entrepreneurs to train the learners.

  • There are various training institutions like, NIESBUD, IIE and others, such institutions will provide their input.

6. Empowering Women

  • Guarantees that women account for 40 percent of sample to be used in pilot studies.

7. Robust Monitoring System

  • They will monitor the programmes, evaluate them and exercise quality control over the programme.

8. Nationwide Expansion

  • The programme will first be implemented for particular districts and then for other regions in India.

Benefits Of Rashtriya Udyamita Vikas Pariyojana

Entrepreneurship development is a technique that aims to improve the entrepreneurial skills of professionals. It involves teaching and nurturing a person's skills to successfully run a business. Many young individuals lack access to modern training and skills for business development.

  • This initiative is tailored to the beneficiaries of PM-Svanidhi programmes and will impart both theoretical and practical knowledge.
  • This project will be implemented through 20 centres of the National Institute of Entrepreneurship and Small Business Development and 10 centres of the Indian Institute of Entrepreneurship.
  • The programme will focus on selected districts with a target of 40% participation by women.

Selection Of Candidates

The following data showcases the how the selection of candidatures is done under the Rashtriy Udyamita Vikas Pariyojana:-

  • The minimum age of participants should be above 18 years. However, in special cases, the programme director may select you before the age of 18.
  • Preference will be given to applicants from the categories of women, ex-servicemen, persons with disabilities, and persons from the BPL category.
  • Applicants will be identified by the implementing agencies through a call for applications.
  • The web-based MIS will be used to build an integrated database of existing and potential entrepreneurs.
  • Attendance with AADHAAR authentication is mandatory to prevent double participation of beneficiaries in the programme.

Implementation Of The Programmes

The programme will be implemented as follows:

  • The implementing agencies will submit their proposals to the DC MSME.
  • The authorised committee can then review or reject the proposal.
  • While allocating IMC, it must be ensured that one IMC per district is organised in collaboration with industry clusters and social enterprises.
  • Two-week programmes or process-oriented skill development programmes will be organised as per need at locations with potential for industrial development.
  • Guests will be paid 10,000 rupees for giving lectures for a session of 90 to 120 minutes.
  • There will be a feedback mechanism in the MIS through which participants and other stakeholders can give their comments on the training programmes.
  • The Director/Nodal Officer will be responsible for monitoring the feedback received and taking appropriate action.
  • A report on the feedback received and action taken will be uploaded by the IAs in real time to the MIS.
