The Department of Empowerment of Persons with Disabilities under the Ministry of Social Justice & Empowerment introduced a scheme called the Samarth Respite Care Scheme India. The scheme is specially designed for Persons with Disabilities with disabilities recognised under the National Trust Act, either orphaned, abandoned, or living with families. The main reason for this scheme is to provide safe accommodations, called Samarth centres, for PwDs so they can live in safe shelters with all the facilities needed for their optimal care.

The Samarth Respite Care scheme is a social welfare scheme introduced by the Department of Empowerment of Persons with Disabilities, under the Ministry of Social Justice & Empowerment (MSJ&E), Government of India. The main aim of the scheme is to provide Persons with Disabilities with a safe accommodation option equipped with all the necessary facilities they may need. The scheme is for orphaned PwDs, abandoned PwDs, and also those PwDs who are living with their families but not under ideal and optimal conditions (for a temporary or permanent period).
The overall objective of the scheme is to ensure that the special needs of Persons with Disabilities are fulfilled so that they can become as independent as possible.
The government respite care program comprises various essential objectives that make the whole scheme unique and different from others, such as:
The ultimate and most important objective of this government scheme is to provide a safe accommodation facility to Persons with Disabilities, including those who might be orphans, those who may be abandoned, and also those living with their families, but the families are not able to take care of them properly. The shelters are equipped with all the necessary things as well, such as nutritious food options, access to medical care, and help in daily living tasks.
An indirect objective of the scheme is also to help families of PwDs, as caring for someone with a disability is also not an easy task. Caregivers often end up feeling exhausted, disconnected from their own lives, and struggling to even speak about their concerns because of fear of judgment. The government respite care program allows them to take a break without any guilt while ensuring the safety of the PwD.
The scheme also has an exclusive focus on making Persons with Disabilities feel as included and supported as possible, and not excluded from society in any way, as true rehabilitation can never happen in isolation. Persons with Disabilities enrolled in this scheme as a beneficiary are transferred to a group home, which is a safe residential place equipped with all the necessary facilities for the comfort of PwDs, like access to quality medical care and therapeutic aids, nutritious food, regular cleaning of the home, etc.
Under the scheme, staff working at the Smarath centre also organise various activities for the PwDs, such as vocational and educational activities based on people’s age, so that the Persons with Disabilities living in the group home can remain active, engaged, and in a positive environment with other people.
One of the most advantageous aspects of the caregiver relief support scheme is attention to the prerequisites, like the compulsory hiring of a minimum of two special educators who can train PwDs in various activities, a physiotherapist or occupational therapist, three caregivers, two caretakers, and a cook. All of these aspects are taken care of so that Persons with Disabilities can live with the utmost support as they need.
Another one of the benefits of the residential care scheme for disabled individuals is that they are entitled to get assessed at regular intervals by medical professionals, so that their progress can be tracked, and any early signs of medical illness can also be detected., they can also be detected early.
Also, please note that if the beneficiaries of this scheme are above the age of 18 years and have been living in the Samartha centre for more than 5 years, they are transferred to the Gharaunda centre for better age-appropriate care and assistance.
The only eligibility criterion for this disability caregiver support scheme is that the applicant must have one of the disabilities recognised under the National Trust Act of 1999 (cerebral palsy, autism spectrum disorder, intellectual disability, or multiple disabilities).
Applicants enrolled as beneficiaries in other schemes, like Disha, Vikaas, or Gharaunda, cannot apply to reap the benefits of this scheme.
The application process for both eligible applicants and Registered Organisation (RO) is mentioned below for one’s reference. The entire process is broken down below in detailed steps for one’s better understanding:
Step 1: Please visit the Samarth Centre with the original and photocopies of the required documents.
Step 2: The employees at the Samarth centre conduct an Individual PwD Assessment of the applicant with the help of professionals, like counsellors.
Step 3: The guardians of the applicant are required to fill in all the required details in the application form for the scheme and attach copies of the documents with the form.
Step 4: If no inconsistencies are found with the application, the applications are approved. Guardians of the applicants are provided with a confirmation ID or card along with a starter kit comprising all the significant information about the scheme.
Step 5: The employees at the Samarth centre educate the guardians about all the important things about the scheme that they should know. They also inform them about enrolling the applicant in the Niramaya health insurance scheme, as it is a mandatory part of this disability welfare housing scheme.
Please note that in instances when the applicant has no guardians, is an orphan, or has been abandoned by their family, the Registered Organisations are responsible for completing all the formalities of the scheme on behalf of the applicants with the help of the district officials authorised by state governments.
In such cases, applicants are also not required to produce any documents, and their enrollment in the scheme happens swiftly without them.
Step 1: Log in to the official website of the National Trust Act and then fill in the online application form for the special care home scheme. Make sure the details filled in the form are accurate and correct to avoid any potential rejection of applications.
Step 2: Get the documents uploaded on the site. Ensure that they are clearly visible and in the prescribed size and format.
Step 3: Pay the application fees set at Rs 1,000 via online payment methods, like UPI (Unified Payments Interface), credit or debit cards, net banking, etc., after which your application will be considered successfully submitted.
Step 4: After receiving applications, the authorities go through the applications to find any discrepancies. If any discrepancies are found in the application form, the applications are to be submitted again by the registered organisation within 15 days. If, however, no discrepancies are found, the applications are put forward for a physical verification check.
Step 5: Based on the results of the physical verification, if the authorities end up finding no problems with the applicant’s eligibility and supporting documents, their applications are accepted, and this is communicated to the registered organisation within 15 days of the submission of the application forms.
Step 6: After approval of applications, a scheme ID is generated for the registered organisation. Registered organisations are also provided with a starter kit and the Samarth handbook, which has all the essential details of the disability welfare housing scheme. After all these administrative formalities, the National Trust Act starts working on the fund disbursement process for the RO.
Applicants are required to upload some supporting documents while completing the application process. The list of documents is as follows:
Proof of identity, like an Aadhaar card of the guardians.
Income certificate of the guardian.
Proof of guardianship if the person is a minor.
