All of this, somehow, affects their productivity levels directly, their ability to earn a living and their health.

The Odisha Electricity Support Scheme has special merit for small & marginal weavers whose primary source of income is the traditional weaving activity. What Is Mukhyamantri Bayan Jyoti Yojana?

In Odisha, the Government has initiated a special welfare initiative for the weavers and ancillary workers of the traditional handloom industry called the Odisha Welfare Electricity Scheme. The principal activities of the scheme are to enhance lighting in the workplace and to provide continuous power during periods of power failures or insufficient power supply.

This Odisha household support scheme provides modern lighting equipment subsidy and financial support for the acquisition of inverters for eligible beneficiaries. The government also issues energy-efficient fans and provides access to small interest-free loans, which help ease the financial burden on the weaving families.

Considering the hours spent by artisans on complex activities, the scheme acknowledges the need for adequate lighting and ventilation. The poor lighting situation not only negatively impacts the production, but can also lead to eye-strain and fatigue, health problems for the weavers.

Objectives Of Mukhyamantri Bayan Jyoti Yojana

The government will work to enhance the productivity and quality of life of weaving families. The government scheme aims to deliver a range of wider social and economic benefits, including:

  • Furnishing the work places with light and air facilities for the betterment of working conditions for the weavers.

  • Minimising reliance on non-reliable electricity supply with inverter support and backup power facilities.

  • Improving productivity and integrating production by allowing artisans to work without interruptions.

  • Providing interest-free loans to economically disadvantaged weavers.

  • Incentives for energy-efficient equipment for lower electricity use and lower operating costs.

  • Encouraging sustainable livelihood opportunities in the traditional handloom sector.

  • Improving the socio-economic position of handloom workers and ancillary workers at the district level, across Odisha.

What Is The Eligibility Criteria For Mukhyamantri Bayan Jyoti Yojana?

The Bayan Jyoti Yojana eligibility conditions ensure that the support is directed to the real weavers and not to side persons. The following requirements will determine the eligibility of applicants:

  • The applicant should be a bona fide weaver or a full-time ancillary worker associated with weaving activities.

  • The applicant should be a Permanent Citizen or Domicile holder of Odisha State.

  • The total annual family income from all sources should not be more than ₹3,00,000 per annum.

  • At least half of the total family income should be from the weaving work.

  • The applicant needs to obtain the lighting unit from a GST-registered dealer with an existing Tax Identification Number (TIN).

  • Only one eligible member from a family can avail benefits under the scheme, even if multiple members fulfil the eligibility criteria.

Who Are The Ancillary Workers under the Scheme?

The Odisha social welfare scheme recognises two types of ancillary workers of weaving other than a traditional handloom weaver. These workers are associated with various stages of production and have been playing significant roles in the handloom sector. Ancillary workers can consist of:

  • People involved in the preparation and dyeing of yarn.

  • The workers are involved in loom maintenance and technical support.

  • People who help complete, package or manufacture woven products.

  • Family members supporting weavers as their principal occupation.

This wider coverage helps to provide support to the overall weaving community in Odisha.
