The Labour Department, Government of Chhattisgarh, has introduced the Dhobi Sahayata Yojana, a welfare scheme to meet the financial requirements of registered washermen engaged in the unorganised sector.
Alongside their traditional practice of washing laundry, the washermen or Dhobhis also clean garments for hospitals, hotels and commercial buildings and are still an important part of life today. The financial help for the dhobi community is a welfare scheme that aims to support the washermen in the unorganised sector of the state of Chhattisgarh. The scheme seeks to improve the conditions of labourers who work or live as dhobis by providing them with the necessary tools and equipment worth ₹1500 to carry out their profession.
Countless washermen still have to iron and wash the clothes by manual labour, in which they use force. Due to financial constraints, they often find it difficult to purchase proper work equipment. Under the scheme, the government hopes to ease the burden of its own financial resources and to help preserve its livelihood by providing its citizens with basic utility supplies at no cost.
The government scheme also involves SSF workers registering with the State Social Security Board to enable them to avail of extra welfare benefits introduced by the government for the unorganised labourers.
The main objective of the washerman's assistance scheme is to help washermen in the unorganised sector of the economy and professional life. To achieve the main aims of the policy, the following will be achieved:
Providing essential work-related equipment to washermen belonging to economically weaker backgrounds.
Lowering costs for buying business laundry and business ironing equipment.
Improve the working efficiency and productivity of traditional washermen.
To foster the participation of unorganised workers in the State Social Security Board's scheme of social security benefits.
Encouraging honour, livelihood security and welfare assistance for workers who practice traditional occupations.
Materials and work equipment are provided to the beneficiaries who are eligible to receive help under the Dhobhi Hetu Upkaran Yojana. The materials are helpful in washermen's daily washing and ironing work.
| Item Provided | Purpose |
|---|---|
| Electronic or Coal Iron | Used for ironing clothes professionally. |
| Clothespins | Used for drying and securing washed garments. |
| Washing Paddle (Thappi/Kutela) | Used for washing clothes manually. |
The Dhobi Equipment Assistance Scheme enables the workers to pursue their careers more effectively without putting money at risk.
Traditional washermen are part of lower- and lower-middle-class communities, and are wholly reliant on their daily earnings. The Dhobi welfare scheme is an important one because:
Supplies specific assistance in the immediate connection with the washermen's trade.
Helps workers improve the quality and speed of their services.
Improves reliance on old or broken equipment.
Encourages self-employment and livelihood security of unorganised workers.
Promotes inclusion of traditional labour communities within government welfare systems.
