On 8-9 September 2025, India announced an innovative initiative that links India’s successful Unified Payments Interface (UPI) and the Universal Postal Union (UPU) network. This initiative is jointly undertaken by the Indian DoP (Department of Posts), NPCI International Payments Ltd (NIPL) and the UPU Postal Union, covering all 192 member countries.
This initiative is about more than just technology and inclusivity; it also promises to lower costs for remittance, amplify India's digital public infrastructure, and provide global recognition, while India allocated USD 10 million for innovation and modernisation of postal services.
The UPI–UPU Integration is backed by strong numbers that highlight India’s digital strength and global remittance potential. The table below presents the most important facts at a glance:
Key Detail | Figure / Information |
---|---|
Launch Event | 28th Universal Postal Congress, Dubai (September 2025) |
UPU Reach | 192 member countries |
India’s Funding Pledge | USD 10 million for postal modernisation and innovation |
UPI Scale (FY24–25) | 185.8 billion transactions processed |
Remittances to India | USD 130–135 billion annually (the largest recipient globally) |
The project links India’s real-time UPI system with the UPU interconnection platform (UPU-IP) to provide a digital bridge for postal operators globally.
Department of Posts (India Post) - With its expansive postal outreach capability, it was introduced with policy support.
NPCI International Payments Ltd (NIPL) - provides the technology and capability for integration of the UPI platform.
Universal Postal Union (UPU) - regulates and encourages interoperability through its 192 countries.
This interconnection means that a UPI user in one country could also send money instantaneously to a recipient in another country using the postal system as a delivery and settlement channel.

The UPU Interconnection Platform (UPU-IP) is an API-based secure hub. Once UPI is connected, any postal operator in the world can:
Instantly send/receive remittances.
Use standardised messages, which means quicker settlements.
Use the existing postal networks, which can provide accessible rural and remote connections.
In other words, an international UPI remittance can be collected straight away from their local post office in India, and vice versa.
India's UPI is already tremendous, with over 185 billion transactions in FY24–25. At the same time, India is the largest recipient of remittances worldwide, with annual inflows of USD 130–135 billion.
Reduce costs associated with remittances. Costs can reach 6–7% for certain corridors per transaction.
Convert delays from days to almost instantly.
Use postal connections to provide access to underserved rural areas.
Increase financial inclusion for the migrant families and family-owned small businesses.

The USD 10 million contribution announced by India during the Congress will support:
Postal digitalisation projects
Training and capacity building
Research and innovation in payment systems
This commitment demonstrates India's ambition to be a global leader in postal modernisation and grow UPI's footprint.
The UPI-UPU Integration is India’s bold move to globalise its digital payments success story. This project will add the technological speed of UPI to the breadth of the postal network; if successful, it could bring about profound change to cross-border payments. It will not only decrease remittance costs but will also enhance financial inclusion globally, making India a leader in the next phase of digital public infrastructure.
