The plan was introduced in response to provide invaluable assistance to victims, especially to those who do not have any sort of insurance, through their cashless treatment to the value of ₹1.5 lakhs for a period of up to 7 days at registered hospitals.

What Is The Cashless Treatment Scheme?

The Cashless Treatment Scheme is a government scheme launched under the Ministry of Road Transport and Highways (MoRTH). The scheme is designed for those individuals who, unfortunately, become victims of a road accident. With the help of the scheme, people can avail the benefits of cashless treatment at any designated hospital and are entitled to an insurance coverage worth Rs. 1.5 lakh per victim for a maximum period of 7 days from the day of the accident.

The designated hospitals are required and mandated to provide needed medical treatment to the victim immediately upon their arrival. It has also been mentioned that the nature of the treatment is supposed to be for stabilisation purposes only.

Why Is Such A Scheme Launched?

MoRTH reported that in the year 2023, over 4.8 lakh road accidents took place, wherein around 1.72 lakh people suffered major injuries, including death. The rate of road accidents increased by 4.2%, and fatalities increased by 2.6% when compared to the data of 2022. This is the major reason behind the creation and launch of this scheme. Implementation Of The Scheme

The government scheme will be implemented through the State Road Safety Council, which has been made the nodal agency. The authorities will also coordinate with the National Health Authority (NHA) for selecting and onboarding hospitals under the scheme, in addition to the hospitals under the Pradhan Mantri Jan Arogya Yojana (Ayushman Bharat).

How Will the Hospitals Be Paid Under The Scheme?

The government has created a special online portal for the smooth operation of the scheme. To get paid, hospitals are required to log in to the online portal of the Cashless Treatment Scheme and claim payment after the victim is discharged from the hospital. While claiming the payment, hospitals need to fill necessary details about the victim and upload the relevant documents.

Following Section 8(3), the State Health Agency can either approve full payment or part-payment, or can even reject the claim to be made to the hospital. The central government has set up a committee made up of a Secretary, MoRTH, members from NHA, such as the Additional Secretary, Joint Secretary, Ministry of Health and Family Welfare, Secretary General, General Insurance Council, etc.

This committee is required to meet twice a year to oversee and for the better implementation of the scheme.

Conclusion

The Cashless Treatment Scheme is an extremely needed scheme launched for the victims of road accidents. Under the scheme, victims can avail of cashless medical treatments at specific hospitals.
