The government of India launched the RoDTEP Scheme on January 1, 2021, to promote the country’s export ability to compete by paying back fixed taxes and other duties that were not covered by any scheme. RoDTEP has replaced MEIS, which failed to follow WTO rules. Exporters benefit easily through electronic systems, thus promoting the exports of several industries.
In this article, you will get the detailed information about the RoDTEP Yojana, its features, benefits, objectives and much more.
Launched in January 2021, the RoDTEP Scheme aims to refund hidden taxes and duties to Indian exporters, ensuring competitiveness in global markets. The table below highlights its main features and benefits.
Feature | Details |
---|---|
Scheme Name | RoDTEP (Remission of Duties and Taxes on Export Products) |
Launch Date | 1st January 2021 |
Purpose | Refund previously non-recoverable taxes and duties |
Replaced Scheme | Merchandise Exports from India Scheme (MEIS) |
Eligibility | Manufacturer exporters, merchant exporters, SEZ, and e-commerce exporters |
Mode of Benefit | Transferable electronic duty credit scrips |
Administered By | Indian Customs Electronic Gateway (ICEGATE) |
The RoDTEP Scheme helps exporters get back taxes that cannot usually be refunded, like mandi tax, VAT, coal cess, and excise duty on fuel. These refunds are now given as electronic scrips, recorded in a digital ledger, making the export process easier and more transparent.
This program provides various advantages to help exporters and streamline procedures. It helps reduce expenses and guarantees quicker claims thanks to a digital system. The most important features are:
Tax Reimbursement: Covers non-extra refundable taxes such as mandi tax, VAT, and coal cess.
Electronic Scrips: Provided in a transferable form as duty credits in an electronic ledger.
Digitised Claims: Claim and verification processes will go through faster, courtesy of IT platforms.
Multi-Sector Coverage: Targets all export sectors, including the textile industry.
WTO Compliant: Guarantees WTO compliance, replacing the MEIS mechanism.
The Refund of Taxes on Exported Products (RoDTEP) initiative is meant to facilitate Indian exporters by allowing the reimbursement of taxes and duties.
Enhanced Export Competitiveness: Reduces the cost burden on exporters by refunding hidden taxes.
Streamlined Processing: Automated systems ensure quicker refunds.
Wide Applicability: Covers all sectors, ensuring uniform benefits.
Digital Enablement: Supports faster processing and credit tracking via ICEGATE.
Transferable Credits: Refunds can be transferred or used to pay customs duties.
The goal of RoDTEP, however, is to make Indian exports more competitive in the world market. The RoDTEP scheme has the following broad objectives:
Raise the levels of exports and international competitiveness of India.
Replace the non-compliant schemes with subsidies in compliance with WTO norms.
Assist in labour-intensive industries and traditional industries.
Provide exporters with a hassle-free and computerised refund process.
This scheme was introduced, given the WTO’s ruling on unfair Indian export funding assistance strategies, including MEIS. RoDTEP makes sure that MEIS is WTP compliant while permitting export incentives to promote exports and the international competitiveness of Indian exporters.
The RoDTEP plan caters to diverse exporters to ensure equal distribution of the benefits. It is easy to meet eligibility requirements, making it suitable for multiple exporters. Here are the details of eligibility for the RoDTEP scheme for Indian exporters:
Textiles and various sectors are included.
Both manufacturer exporters and merchant exporters must apply.
There is no requirement for a turnover limit.
The country where the goods are produced should be India.
SEZ units, export or e-commerce-focused units are viable.
Products that are re-exported are not supported under this scheme.
Exporters just claim their refunds under the scheme with ease. Funds are electronically sent back to businesses, and this further enhances the business process.
A RoDTEP claim needs to be mentioned by the exporter on their shipping bill.
After filing the Export General Manifest (EGM), customs processes the claim.
Electronic Refunds are sent to the exporter's ICEGATE account in the form of scrips.
These scripts can be paid for customs or given to other importers.
The new RoDTEP Scheme replaces the older MEIS programme with a more transparent, WTO-compliant system. Here’s a quick comparison of the two schemes.
Feature | MEIS | RoDTEP |
---|---|---|
Benefit Type | Export incentives | Refund of embedded taxes |
WTO Compliance | Not compliant | Compliant |
Benefit Format | Physical transferable scrips | Transferable electronic scrips |
Coverage | Select sectors | All sectors |
The RoDTEP Scheme is the latest initiative in India's export policy, aiming to provide benefits to exporters without unfair treatment in a WTO-compatible manner. The scheme aims to digitise the refunds and extend the scope of coverage, which makes the whole system more effective and competitive. Indian exporters now have this opportunity for growth and sustainability in the international market.
