What Is The PM Janjatiya Unnat Gram Abhiyan?

The PM Unnat Gram Scheme is a scheme that was launched by the government of India, especially for the tribal population residing in the rural parts of India. The PM-JUGA scheme’s primary aim is to enhance the socio-economic status of all the people belonging to the tribal communities so that they can be financially sound and empowered.

The PM-JUGA scheme has several objectives that make it appealing for the target population. Some of the objectives are laid down below:

  • The scheme aims to work on quality infrastructure so that all the basic demands of people can be fulfilled.

  • The PM-JUGA scheme will develop the tribal communities by various means, such as organising skill development programs and generating employment.

  • PM-JUGA’s primary focus is on developing quality infrastructure, and hence, it operates alongside several other govt schemes such as PMAY, the Jal Jeevan Mission, etc.

  • To ensure that everyone receives education, the PM Janjatiya Unnat Gram Abhiyan is working to target and reach the highest enrolment ratio of students from the tribal communities, which also serves as one of the PM-JUGA guidelines.

  • The mission also aims to reduce the infant and maternal mortality rates and increase the immunisation rates.

Implementation & Funding Mechanism Of PMJUGA

PM-JUGA yojana is a centrally funded scheme and hence is the responsibility of both the centre and the state governments. The mission is implemented in the following ways:

  • The scheme operates under the Ministry of Tribal Affairs, which works in collaboration with the other state governments to deliver the PM Janjatiya Unnat benefits.

  • The government of India has increased the budget of the mission from 7 crores to 13,000 crores.

  • For proper local-level implementation, the govt has also established district-level communities.

Impact

The PM Unnat Gram Scheme has been working exceptionally in the country and is working on reducing the economic gap that lies between tribal communities and the other communities of India. The mission covers around 63,000 villages wherein more than 5 crore people from tribal communities will benefit.

India & Its Tribal Population

Scheduled Tribes (STs) are covered under Article 342 of the Indian Constitution. Some major facts about them that everyone should be aware of are as follows:

  • The state of Madhya Pradesh comprises the largest proportion of the tribal population.

  • As per the census of the year 2011, Bhil is the largest tribal group of India, found in several states like Maharashtra, Chhattisgarh, Rajasthan, MP, and Tripura.

  • The majority of the residents of Mizoram are from tribal communities.

Welfare Measures Taken by the Government

The government of India has taken several welfare measures, especially for the Scheduled Tribes, such as:

  • Non-negotiable reservation of seats in the education sector.

  • The govt created a scheme called the Development of Particularly Vulnerable Tribal Groups (PVTGs), which helps the people from tribal communities in the construction of their houses and the establishment of other necessary infrastructure.

  • The government enacted the Bonded Labour System (Abolition) Act of 1976 to abolish the tradition of forced labour.

  • As per Article 24, no children below the age of 14 years can be employed in a mine or a factory for work.

  • The Indian government also established Eklavya Model Residential Schools, especially for the children who come from the communities of the Scheduled Tribes.

Contributions Of Various Ministries To PMJUGA

Several other ministries of the Indian government contribute toward the mission of the PM-JUGA Scheme. Ministries that collaborate with it are as follows:

  • The Ministry of Rural Development, under which PMAY operates, for the construction of houses.

  • The Ministry of Jal Shakti aims to establish tap connections to houses, irrespective of their location.

  • Ministry of Power, which ensures that every house is lit up with electricity.

  • Ministry of Education, which not only ensures reservation for STs but also focuses on providing other amenities, like hostels, financial aid, etc.
