In a major step to improve the ease of living for pensioners in India, the Department of Pension and Pensioners' Welfare (DoPPW) has planned to start the 4th edition of the Digital Life Certificate (DLC) Campaign. The Kampala will take place across the country from 1st November 2025 to 30th November 2025, aiming to provide continuous digital services to pensioners to ensure pension delivery without interruption.

Coverage And Scope

The DLC Campaign 4.0 will be organised in 2,000 districts and sub-divisional centres across India. This will be facilitated by coordination with 19 Pension Disbursing Banks, India Post Payments Bank (IPPB), Pensioner Welfare Association (PWA), Controller General of Defence Accounts (CGDA), Department of Telecommunications (DoT), Ministry of Railways, Unique Identification Authority of India (UIDAI), and Ministry of Electronics and Information Technology (MeitY) to enable outreach to every pensioner in the country, as well as in the farthest parts of the country.

Previous Campaign

In the previous campaign conducted in 2024 - DLC Campaign 3.0, 1.62 crore DLCs were generated. Furthermore, more than 50 lakh DLCs were authenticated using Face Authentication Technology, signalling that pensioners have continued to embrace digital methods. This was only possible with the support of the banks, IPPB, Central Ministries/Departments, as well as the support of PWA.

Primary Elements of DLC Campaign 4.0

Home-based Services For Pensioners

The India Post Payments Bank (IPPB) will carry out DLC Camps in every district via its extensive human resource network, consisting of 1.8 lakh Postmen and Gramin Dak Sewaks (GDS). Through this initiative, all categories of pensioners, regardless of the bank they use, can access doorstep DLC services. The IPPB staff have handheld tablets for both fingerprint and face-based DLC generation, allowing for optimum convenience for pensioners.

Comprehensive Outreach For Elderly and Differently-abled Pensioners

In view of the elderly and differently-abled pensioners' challenges, the campaign includes home and hospital visits. This enables pensioners who are unable to leave their residences to submit their life certificates.

Coordinated Camps With Pension Disbursing Banks

19 Pension Disbursing Banks will hold camps in multiple locations across 300 cities. The camps will be organised in partnership between the banks and IPPB for pensioners in a coordinated manner.

Awareness And Publicity Measures

Widespread Awareness Campaign

In order to notify pensioners about their DLC submission possibilities, an extensive awareness campaign will be jointly conducted by banks and the IPPB. The campaign will be conducted by different means, including SMS, WhatsApp, social media platforms, banners, and local newspapers. Alongside this initiative, teams from Doordarshan (DD), All India Radio (AIR), and the Press Information Bureau (PIB) will be fully mobilised to reach pensioners using audio-visual and printed material.

Pensioners wishing to learn more about the DLC submission process can access the IPPB official website at ippbonline.com. The website has process guidelines to assist pensioners in utilising the services.
